Tonyo Cruz There’s a lot to unwrap in the Regional Law Enforcement Coordinating Committee (RLECC) of the Cordillera Administrative Region (CAR) Resolution No. 04 directing the conduct of Oplan Tokhang-style operations against “left leaning personalities in the government, media, and other entities.” Legal experts from the National Union of Peoples’ Lawyers have sounded the alarm, calling it “patently illegal and unconstitutional.” The NUPL says it profiles “left-leaning personalities” as “supporters” or “active members of CPP-NPA-NDF” or any of its “front organizations.” In other words, “a brazen act of red-tagging that threatens the right to life, liberty, and security of these individuals.”
