As Special Envoy to the United Nations High Commissioner for Refugees, Jolie marked World Refugee Day on Sunday in Burkina Faso’s Goudoubo refugee camp in the Sahel, where she finished a two-day visit. She spoke with the camp’s Malian refugees and internally displaced people in the nation’s hard-hit Center-North and Sahel regions. After 20 years of work with the U.N. refugee agency, Jolie told the AP the increasing displacement meant the world was on a “terrifying trajectory towards instability”, and that governments had to do something about the conflicts driving the vast numbers of refugees. “Compared to when I began working with UNHCR twenty years ago, it seems like governments have largely given up on diplomacy ... countries which have the least are doing the most to support the refugees,” she said.

The 46-year-old was at Goudebou, in the north-east of the landlocked west African country, to mark World Refugee Day on June 20, as part of her role as a special envoy for the United Nations High Commissioner for Refugees (UNHCR ). "I have marked this day every year for 20 years with refugees in different countries," she said after her visit.
Her visit aims to bring attention to the issue of displacement of people around the world. Speaking at the camp she quoted "Today 1 in 95 people are forcibly displaced." Jolie went on to state that the world needs to "wake up to the track we are on globally" where conflict and climate change could force "hundreds of millions" of people to leave their homes seeking refuge elsewhere. UNHCR Spokeswoman, Fatoumata Lejeune-Kaba said the situation with refugees in Burkina Faso has become much more "insecure," while Fadimata Mohamed Ali Wallet, a refugee in the camp felt it wasn't just Mali, where she fled from, that had terrorism issues forcing people to flee, but a problem for the whole of Africa.

Jolie mengunjungi kamp di Goudebou, Afrika barat, sebagai bagian dari perannya sebagai duta besar untuk organisasi pengungsi PBB, UNHCR. Jolie tiba di sana menggunakan helikopter ditemani Menteri Luar Negeri Burkina Faso Alpha Barry untuk upacara memperingati hari pengungsi sedunia. “Saya tidak pernah merasa lebih khawatir tentang keadaan pengungsian secara global seperti saya pada hari ini,” tambahnya. “Kenyataannya adalah kita bahkan tidak melakukan setengah dari apa yang bisa dan seharusnya kita lakukan dalam menemukan solusi yang memungkinkan pada pengungsi untuk kembali ke rumah mereka, atau mendukung negara tuan rumah, seperti Burkina Faso, dalam upaya yang selama bertahun-tahun mengatasi sebagian kecil dari bantuan kemanusiaan yang diperlukan untuk menyediakan dukungan dan perlindungan.”
“作为地区性的金融统一货币，欧元是最早也最成功的。但非洲的情况有特殊性，不能完全照搬西方的经验。”祝鸣说，欧元发行之所以成功，根本原因就是当时法国和德国充当了联合发动机的作用。各国政府分工非常明确，达到了完美的效果。但是在西非国家中类似法德之间的工作组合关系还没有出现。尽管尼日利亚占西非GDP的70%，但其工业基础不是最发达的，经济体量大但质量不高，他与西非其他国家无法建立起类似于法德之间类似的经济合作关系，充当发动机的作用。 于嘉表示，虽然西共体于1975年就宣告成立，但该共同体并不具有超国家性质。《西非国家经济共同体体条约》构建了共同体的体制框架和目标，为了促进社会经济协同发展，西共体也出台了大量的相关法律和协定，但由于各国意识形态的分歧以及多重会员身份的限定，西共体长期以来缺乏强有力的后盾来保证各成员国切实促进地区合作，其实施的经济一体化机制具有内在软弱性，加之成员国经济结构相似，彼此间缺乏经济互补性，而科特迪瓦等旧法属殖民地国家对西非大国尼日利亚主导经济抱有一定的危机感。共享主权的政治意愿并未能让成员国间加速产生横向联系，在贸易自由化的号召下，人员、劳务、资金的自由流动取得的进展较为有限。如何突破经济低水平发展的限制、实质性推进西共体共同发展环境的建设，始终是共同体必须解决的问题。 此外，祝鸣表示，西非国家经济普遍比较脆弱，从过去十几年统一货币历程来看，失败的原因都是很多国家达不到共同发行货币的硬指标。 在2001年，西非经济共同体仿照欧盟的欧洲货币机构（EMI）成立了一个货币管理领导机构――西非货币机构（WAMI），主要职能是监督和评估成员国对宏观经济统一指标的执行状况，为建立货币区中央银行作准备。该组织原定于2003年1月发行单一货币。 根据当时的要求，加入该货币区必备的四项宏观经济标准是：通货膨胀率控制在1位数；包括赠款在内的财政赤字占GDP的4%以下；向央行融资的额度控制在上一年税收总额的10%以内；外汇储备相当于支付3个月进口金额。 2014年7月份，在西非经济共同体国家央行行长第三十一次委员会会议上宣布，由于西非经济共同体国家未能遵守趋同标准，在联盟体内部实行单一货币时间表将从2015年推迟至2020年。而去年受到新冠肺炎疫情影响，计划再次推迟。 虽然发行统一货币会给西非国家带来诸多利好，但经济学专家指出，发行统一货币后很难保证现有的秩序打破后，新秩序能迅速稳定和有效建立，往往容易导致短期内的不稳定，且并不能完全摆脱外部势力影响。 “首先，该经济区工业基础薄弱，并且参与国都属于发展中国家，国家间贸易数量有限，经济结构有较大的趋同性，这使得单纯的货币统一化收益不大；其次，原来在8个国家使用的西非法郎制度，也是一项有力的金融纪律措施，它为稳定该地区通货膨胀带来了实际好处。至于其他国家使用自己货币，实际上也符合不同国家的实际情况。一旦八国废弃原有的西非法郎体制，打破已有惯性，其他使用本币的国家也忽然开始使用统一货币，在没有统一的财政政策，且国家间的合作没有实现深度整合的情况下，有可能引发短期内震荡，其长期影响也很难预测。欧盟2009年主权债务危机的例子就证明，没有实现财政政策的货币统一会有风险。”上述专家称。 祝鸣认为，西非发行统一货币对世界经济直接影响不会太大。因为整个非洲经济实力不足，占全球外贸比重很低，这更多的是一种趋势的影响。从政治启发上来讲，可能有一定的探索作用，如果西非摸着石头过河成功发行统一货币可能对第三世界国家推行共同货币提供经验带来信心。 于嘉表示，西共体发行统一货币的计划可视为其作为共同体对发展过程中存在问题和困难的尝试性应对，有助于重新唤起引起国际社会对该地区疫后发展状况的关注和重视。考虑到中国在非洲的投资日益增多，此次东道国货币体系的统一体现了西共体加强内部整合的努力，有利于促进中资企业与非洲各组织的交流，也可在一定程度上减少中国对西非地区贸易和投资的风险。 【来源：国际金融报
