FAA abandons plans to reroute flight patterns over Berkeley

Berkeley officials celebrated Wednesday night after a Federal Aviation Administration official announced at a public meeting about Oakland and San Francisco airport noise that the FAA is shelving plans to change flight patterns that would have directed airplanes into the city’s flattest, most diverse neighborhoods.
Raquel Girvin, a Regional Administrator for the FAA, told attendees during a Zoom meeting, “Ultimately, we were able to find a safety solution that does not involve changing the current routes.” She declined to elaborate.
The new Congress is beginning with the introduction of bills potentially deleterious to the rotorcraft industry.
Last Monday, California Democrats Sen. Dianne Feinstein and Rep. Brad Sherman introduced the “Kobe and Gianna Bryant Helicopter Safety Act” that would mandate the installation of helicopter terrain awareness and warning systems (HTAWS) and flight recorders in all helicopters capable of carrying more than six passengers. The bill is named after the late basketball legend and his daughter, who, along with seven others, died in a high-profile crash of a Sikorsky S-76B north of Los Angeles last January.
While the NTSB investigation is ongoing, flight track data from the aircraft suggests that the pilot suffered spatial disorientation after entering IMC and lost control of the helicopter. On Thursday, January 21, 2021, U.S. Congressman Ed Case re-introduced his Safe and Quiet Skies Act.
A statement from Caseʻs Office said the proposed measure would impose strict safety and community disruption regulations on commercial air tour operations. Those include helicopters and small planes.
The proposed law would direct the Federal Aviation Administration (FAA) to adopt tighter safety recommendations long advanced by the National Transportation Safety Board (NTSB).
In formal remarks Case said, “In 2019 alone, there were 17 sightseeing tour flight and skydiving accidents nationwide with 37 tragic deaths from 6 of those crashes. In my Hawai‘i alone, we saw 3 dead in the crash of a commercial air tour helicopter into a residential neighborhood, 11 more dead in the crash of a commercial skydiving plane, and then 7 more dead in commercial air tour helicopter crash in a remote mountain region.
