After almost three years, civic body officials made the carcass utilisation plant functional on Monday. The plant was opened after a detailed discussion with residents of Noorpur Bet village, in the presence of heavy police force. Incidentally, the plant has been opened before the scheduled hearing of National Green Tribunal (NGT), which had ordered the Punjab chief secretary to appear in related proceedings.
