Comelec resets BSKE ballots printing to last week of September

MANILA - The Commission on Elections (Comelec) has moved to next week the start of printing of the over 91 million ballots to be used in the Dec. 5 Barangay and Sangguniang Kabataan Elections (BSKE), which was originally scheduled on Wednesday. Acting Comelec spokesperson John Rex Laudiangco said they have to revise the memorandum of agreement with the National Printing Office (NPO) for the activity, postponing the printing process. "We revised our MOA with NPO on two factors that they offered to Comelec: 1. Inclusion of the additional security feature of ascending serialized numbers free of charge and at no additional cost to the Comelec; and 2. NPO is offering the provision of warehousing and warehousing services for the ballots instead of us procuring it via competitive public bidding," he said in a message to reporters. Laudiangco added that the arrangement will be a government agency-to-government agency procurement, where the government and the commission will be able to save money. "Since the ballots will no longer be transported to another warehouse and the funds will stay with the government," he said. A total of 67,061,585 ballots will be printed for village voters and another 24,457,363 ballots for youth voters. Laudiangco, meanwhile, said the NPO is preparing three machines for the printing of the ballots and other accountable forms. "They have three machines and the output is 1 million ballots a day. We think that the ballots to be used can be completed within 30 days. Including verification and accountable forms, (the printing) will be completed in 45 days. That's 45 days, including deployment planning. In case the postponement does not go through, we can say that we are ready to hold the elections," he added. He also said they are also ready for the procurement of supplies such as indelible ink, ballpens and folders. "Competitive public biddings have ended. The awardings are just being delayed to make way in case the BSKE is postponed. But in our timeline, by mid-October it should be really ready because we will continue the procurement... It will all be finished by October," Laudiangco said. The House of Representatives on Tuesday approved on third and final reading the measure resetting the BSKE to December 2023. The Senate is currently deliberating its version of the measure. (PNA) }

Ballots for Dec. 5 BSKE with serial numbers: Comelec

Comelec chairperson George Erwin Garcia said they will be including serial numbers on the ballots. "Meaning, it's like in our money (serial numbers) increasing in size. Small to large numbers. This is a security feature. Therefore, nobody can just make these ballots," he said in a press briefing on Tuesday, shortly after the signing of the memorandum of agreement between the poll body and the National Printing Office (NPO) for the printing of ballots for the Ormoc City plebiscite. "In printing, it is really impossible to make an ascending number like in our currency. Only the NPO can print numbers like this and Central Bank. That's how secure the ballots that will be used in the BSKE," the poll body chief added. He noted that the special feature has no additional cost to the commission since it is already included in their proposed budget. On the other hand, Garcia said they expect to finish printing the over 90 million in a little over a month including the verification of the ballots. "The NPO has committed all its personnel and all its available machines so they can complete at least 3 million ballots per day. On average, 3 million a day, then that's 90 million ballots in one month. Verification will take about five days," he added. Garcia also reported that there were papers that were not used in the last polls, which can be used to print the ballots for BSKE. "For us to save money, (we will check) if these papers can still be used for purposes of printing 20 million ballots of the 92 million ballots," he said. Garcia added that NPO offered them storage service for the ballots. "Instead of the ballots being brought out of the compound of the NPO, they can just store the same at a conducive temperature, instead of looking for other places or other warehouses. Therefore, we are expecting second week of November, we will be able to start shipping all the ballots and election paraphernalia," the poll body head added. "We will sign the Memorandum of Agreement with NPO and I will have to input the secret marking of the ballot," Garcia said. The poll body is set to print 67,061,585 ballots for village voters, and another 24,457,363 ballots for youth voters. Meanwhile, Garcia noted that they want to start the printing amid the possible postponement of the Dec. 5 polls, as they are just following the schedule on their calendar of activities. "We want to follow our timetable. So we need to start printing. Otherwise, we may run out of time," he said in a television interview. Garcia reiterated that the official ballots to be printed will not be put to waste in case the BSKE is postponed. "The Comelec will just issue a resolution stating that the ballots for 2022 will be the same ballots that we'll be using in 2023," he said.
