This incident started at 10:43.42 when there was the initial shot spotter activation. he took us through the scene. that first one is in the area of the van esse area where he approached two males in a pg&e truck. that vehicle was parked facing northbound on the east side of the street. as he approached the vehicle, he noticed the driver of the vehicle was a hispanic male and the passenger was a white male. he intentionally targeted the white male and began to shoot at him with the intent to kill him and that passenger is 34-year-old zachary randalls.
