That there was something a little bit amiss here. two subordinates of mr. duffey ended up quitting over what they saw as a violation of the law. one of the underlying stories that hasn't really gotten enough attention here in the rush to impeachment is that it is actually illegal for the president to not spend money that has been dually appropriated by congress. i think that's why you see these emails going back and forth and the sensitive nature of this. that they know they're supposed to spend this money. they know they've been told to do something that's not quite right and possibly illegal...
