A regressive expansion There are discussions happening in the Winona County administration about a juvenile detention center being built in Winona. From what I understand, there is not an official proposal yet, but I am hearing determined dialogue about it and am worried that without enough questions and push back, our tax dollars could be used to further endorse, support, and assist in the evolution of a regressive system that steals resources today, in order to steal futures tomorrow.
