To kind of help people understand decision making under stress. so if there is active killing going on, we go in quickly to stop it. there is also another clock that's ticking and that's the one we are up against and people injured prior to our arrival and once we get on the scene, we try to make contact with and stop the attacking. when people are injured, that's a driving force for us to act quickly. they need to be taken to higher level of medical care. >> there seems to be time that went off the clock when there was sufficient manpower. they were in holding pattern. >> we understand things...
