There are better ways to address juvenile misbehavior than arrests and criminal records. In 2011, the Florida Legislature required every locality to offer a civil citation program, where youth offenders face immediate consequences for their actions, like restitution, letters of apology, and counseling without being arrested. Only youth with 1st, 2nd, or 3rd degree non-serious misdemeanors are eligible.
