Silent ballots, loud message: Lowell's urgent call for voting reforms
Turnout for the Lowell municipal election on Nov. 7 was one of the lowest recorded in recent history — 7,516 voters cast a ballot this year, making up 9.98% of all registered voters. Of the voters that did turn out, 23.6% came from Belvidere. It is challenging to conclude that any School Committee and City Council member that was elected this cycle is representative of the larger Lowell community when six out of eight districts saw voter turnout at 10% or less.
