Mozambique: Draft Law Threatens Civil Society Groups

(Johannesburg, February 10, 2023) – Mozambique authorities should withdraw a draft law on nonprofit organizations that would undermine the work of civil society groups and the right to freedom of association in the country, Human Rights Watch said today. The government says the Draft Law on the Creation, Organization, and Operation of Nonprofit Organizations is intended to counter money laundering and terrorist financing as its security forces battle an Islamic State- (ISIS) linked armed group, locally known as Al-Shabab or Mashababos, in the northern part of the country.

The Chief of Defence Staff (CDS), Gen. Lucky Irabor, has appealed to the human rights community to mount on Boko Haram the equal measure of pressure it puts on government forces dealing with terrorism to compel them to drop their weapons and come to the negotiation table. However, while human rights groups say it was not part of their mandate to engage terrorists, the human rights commission advocated intelligence-driven counter-terrorism operations.
According to Irabor, if the rights crusaders take the campaign for human rights to the terror organisations, the conflict will be resolved faster with attendant reduction in casualties.

Following on from Niger’s new president, Mohamed Bazoum, being sworn in on 2 April 2021, ARTICLE 19 calls for an independent investigation into the continued detention of hundreds of people, including children, in connection with protests over preliminary election results. It also deplores the brutality police used against protesters, including use of bullets, which resulted in the death of a protester. We condemn the arbitrary arrests, as well as the 10-day internet shutdown designed to restrict people’s access to information.
