President Kim's bold actions deserve strong U.S. support.

The joint statement of the Xi Jinping-Vladimir Putin summit expressed concern about the situation on the Korean Peninsula. That was an understatement. North Korea's nuclear and missile programs are a threat to the region and the world. And China and Russia are doing nothing to address this nuclear threat.

"Here we go again," is the reaction from critics who view with skepticism the joint agreement reached in Beijing on Monday, at the conclusion of the fourth round of six-party talks on North Korea's nuclear programs.

Experts share whether there's a current threat from North Korea, as it has been publicly attempting to expand its nuclear weapons arsenal.
