KABUL: Violence must stop and peace talks should move from procedures to substantial negotiations, the European Union’s new special envoy Tomas Niklasson said on Friday, reaffirming continued support to the Afghan people and the government.
“As the troops are withdrawing, the EU’s intention is to stay in Afghanistan -- continuing our support to the people,” he said. “The violence must stop and the peace talks must move from discussions on procedures to substantial negotiations. I would be happy the day sanctions on the Taliban could be lifted.
“For that to happen, we need to see significant progress in the peace process and a stop to violence.” Talking to the media, the EU special envoy said that he has grave concerns over a dramatic surge in the level of civilian casualties.

Kabul [Afghanistan], June 3 (ANI): The death toll from the two explosions that targeted two buses on Tuesday evening near the Ahlolbait Mosque in the Sar-e-Karez area of PD3 in Afghanistan's Kabul has risen to 10, said officials.
Tolonews reported that 12 more passengers were wounded in the blasts. All the victims are civilians. Earlier it was reported that 14 people were wounded in two blasts targeting buses.
The families of the victims have accused the government of failing to provide security to the people, particularly for residents living in western Kabul where similar attacks have claimed hundreds of lives.

Four civilians were killed, including two women, and four others--including one child and a woman--were wounded in a blast in Kabul city on Thursday afternoon, said Kabul police.
The incident occurred about 1:45pm local time in the Chahar Qala area in PD6 of Kabul city when an IED blast targeted a car, police said.
The wounded have been taken to nearby hospitals.
No group including the Taliban has yet claimed responsibility for the blast.
The blast comes two days after 10 people were killed and 12 more were wounded in two explosions targeting two buses near the Ahlolbait Mosque in the Sar-e-Karez area of PD3 in Kabul.

KABUL: An explosion targeted a bus on Tuesday evening near the Ahlolbait Mosque in the Sar-e-Karez area of PD3 in Kabul city, and was followed by another later in the evening. A security source told TOLOnews that at least 8 people were killed and 14 were wounded in the two blasts. Eyewitnesses said there were about 30 casualties. The two buses held dozens of passengers and were headed toward Dashte-e-Barchi in western Kabul.
Meanwhile, four security force members were killed in a car bomb attack by the Taliban on the police headquarters in Baghlan-e-Markazi district in the northern province of Baghlan on Monday evening, officials said Tuesday.
