Perhaps this is a sign of a direction/strategy change. If I wanted my OS to become the market dominant OS for say Automotive or Public Broadcasting use, I wouldn’t be opening it up to to GP IoT, in fact I’d do my very best to keep it out of the GP market segment. The people that are going to buy commercial quantities of stuff, do not want the market flooded with free insecure hacks. So you make it free as in free to licensees, but you make getting a license impossible for any minor entity. Now you get car, public transport or billboard manufacturer buy in!

The platform then launched in 2016, as it allowed developers to build apps on top of hardware platforms, primarily ones to be used with low-power and memory constrained IoT devices built from MCU platforms.
