The bill setting a $1 million cap on noneconomic damages will be next discussed on the Iowa Senate and House floors.
An earlier version of the bill would have blocked Iowans from buying a wide range of foods with SNAP benefits, but lawmakers say it will be amended.
Under the bill, low income, older and disabled Iowans who rely on public assistance would have to meet new requirements to stay in the government programs.
The bill would forbid SNAP users from receiving fresh meat, butter, white rice, white bread, sliced cheese, cooking oil, herbs, spices, and coffee/tea.
The proposed SNAP food restrictions will change, but opponents also spoke against asset tests and work requirements in the bill.
