The force has not learned from mistakes in the case of serial killer Stephen Port, a report says.
It was only after Stephen Port claimed his final victim that the Metropolitan Police realised they had a serial killer on their hands - with a new report criticising "lazy" officers and suggesting the force is "relying on luck" to spot serious offenders.
