Philadelphia police say the homicide rate among women and teens has gone up. Commissioner Danielle Outlaw on Wednesday said she is "outraged and saddened" about the recent spate of gun violence and insured residents that her department is working to end the bloodshed. 

As of Tuesday, a total of 34 children age 17 and under have been shot in 2021, according to police. Eight of them died.
