In 2005, the united states had virtually no affordable housing for the deaf. so in 2008, the federal government helped fund a 75 unit apartment in tempe, arizona. it was designed specifically to accommodate deaf people. residents at the apache asl trails complex say they feel at home there. but now the department of housing and urban development says the apartment complex is discriminating against those who don't have disabilities, because it shows a preference for the hearing impaired. now, the department wants to cap off units to the deaf to 18 meaning the other 57 units would be blocked off...
