The suspect in a fatal fire at a mental clinic in Osaka last week is believed to have attempted to seal the emergency exit with adhesive tape from the outside to prevent people from escaping.
The fire broke out on the fourth floor of an office building in a busy district of the western city at around 10 a.m. (0100 GMT), public broadcaster NHK said.
