Eby Archangel Butiong, head of Provincial Housing Affairs and Resettlement Office (PHARO), on Friday said they decided to form the Task Force National Housing Authority (NHA) Lugta to carry out their respective tasks based on their action plan during the Jan. 18 meeting. The meeting was attended by NHA, the Department of Public Works and Highways (DPWH), local government unit (LGU) of Laua-an, other concerned government offices and the PHARO which served as the secretariat of the task force. "The task force will be led by the NHA since the relocation site is their project," Butiong said. The task force is expected to carry out the instruction of Antique Governor Rhodora J. Cadiao to award the 720 housing units in the relocation site to Paeng-affected families. The original project started in 2016 and was meant for the victims of Typhoon Yolanda (Haiyan). However, it failed to get acceptance from the municipality of Laua-an when completed in 2017 due to its drainage system that causes flooding. The Yolanda victims will be asked if they are still interested to claim their units, otherwise, they will be awarded to Paeng-hit families. Meanwhile, the contractor of the project during their meeting has voluntarily committed to shell out PHP2 million to build a huge drainage system to prevent flooding. "The provincial government will also provide additional funding, if ever needed," Butiong said. (PNA) }

Informal settlers in Antique capital relocate for People's Park

Eby Archangel Butiong, secretary of Antique's Provincial Housing Board, said in an interview Friday that out of the 41 families set to move from the easement lot of the Malandog River in Barangay Maybato Sur in San Jose de Buenavista, 35 families have been given more time to relocate. "The Antique provincial government has given the remaining informal settlers until next month in order for them to be relocated," Butiong said. He added that these families have already purchased their home lots from a private land owner nearby as they refused to transfer to the relocation site provided by the provincial government in the adjacent town of Hamtic. Being fishermen, the majority of the families refused to move to the relocation site as they want to continue living near the river. "The other six families out of the 41 had already left on May 31 after they were given financial assistance by the provincial government for their transfer elsewhere," Butiong said. The construction of the La Fuerza Real People's Park on a 6,300 square meter lot near the Provincial Environment and Natural Resources Office is part of the plan to make the area an eco-tourism attraction in the province. NHA extends initial P5-M shelter aid to typhoon-hit Antiquenos

Antique provincial housing board secretary Eby Archangel Butiong, in an interview Wednesday, said that NHA district manager Architect Jesus Fantilaga turned over the PHP5 million cash assistance for typhoon victims whose houses were either partially damaged or wrecked during its onslaught on Dec. 16, 2021. "The amount extended is under the NHA's Emergency Housing Assistance Program (EHAP) where each beneficiary family could receive PHP5,000 in cash," Butiong said. The Provincial Social Welfare and Development Office (PSWDO), in a report submitted to the Provincial Disaster Risk Reduction and Management Office (PDRRMO) on December 22, 2021, showed 9,415 houses were damaged. Of the number, there were 8,655 partially damaged and 1,314 destroyed. "There was a two-day validation on January 17 in the southern part of Antique and on January 18 in the northern part headed by the NHA Regional Office 6 and composed by personnel of the Office of Civil Defense (OCD), Department of Human Settlements and Urban Development (DHSUD) and PDRRMO to identify the families reported with damaged houses and include those who had been left out," he said. Butiong added that by January 28 the validation team will be coming up with a recommendation as part of the Post-Disaster Needs Assessment identifying those who would be prioritized in the initial assistance, which was taken in the remaining 2021 budget of the NHA. "NHA has assured though that they will still be extending additional assistance to the remaining families who would not be prioritized," he said. The cash assistance to the affected families with damaged houses could already be released before the end of the month. "The assistance is in compliance to the directive of President Rodrigo Roa Duterte to the NHA dated December 21, 2021 to assist affected families whose houses were either damaged or totally destroyed by Typhoon Odette in seven regions including Western Visayas where Antique is," he said. 42 families to resettle to give way to people's park

Eby Archangel Butiong, secretary of the Antique Provincial Housing Board, said in an interview Tuesday that the 42 families have been notified of their resettlement since last year but only 11 signified their willingness to be transferred to the temporary relocation site in Barangay Mapatag, Hamtic town. "Thirty-one of the families said they have other places to transfer to already," Butiong said. The families refusing to be relocated to Hamtic, however, will still be given PHP10,000 as aid to individuals in crisis situation (AICS) through the Provincial Social Welfare and Development Office (PSWDO), he added. The local government is waiting for the release of AICS so the families can relocate soon. "The families, who will be transferring to the temporary relocation site, will be provided with construction materials aside from the PHP10,000 AICS that they could use in the transportation and labor during the construction of their shelters," he said. The temporary relocation site is being provided since the provincial government is still in the process of negotiating with the National Housing Authority (NHA) for the provision of permanent dwellings for the relocated families. The proposed "Sunset View " park is to become a new tourism destination, especially for those who wanted to stroll in the afternoon and see the beautiful sunset in the area. It will be built beside the new building of the Provincial Environment and Natural Resources Office (PENRO) in Barangay Maybato Sur, along the beach with a view of the sunset. (PNA) }
