Have the shooter in custody, that there is nobody else that may be involved with him, any other co-conspirators. one of the issues that law enforcement is critically important obviously is ensuring the safety of the students and the faculty that are there. they do that by making sure they've eliminated the threat. having somebody in custody is a good step, of course, but they've got to make a full determination that there's nobody else there. then you've got to look at what the motivation is, which will also help you determine if there are some other co-conspirators that might have been involv...
