Nearly $30 million in construction cost overruns on the University of Connecticut’s Hartford campus topped a list of contracting issues that sparked criticism Tuesday from the state auditors’ office. UConn’s new downtown Hartford campus, located in the former Hartford Times building, opened in August 2017 at a cost of $116.7 million, 34% greater than the project budget, Auditor John C.
