Relief volunteers, advocates say junking of charges ‘a vindication’

MANILA – On March 17 last year President Duterte imposed strict quarantine measures supposedly to suppress the rise of Covid-19 cases in the country.
Curfews were set and checkpoints were put in place to regulate people’s mobility. Uniformed men, some with firearms, were visible on the streets, enforcing quarantine measures.
Rights groups observed that the imposition of these measures are oppressive, especially among the most vulnerable sectors. And those who sought redress for the government’s lack of relief measures were arrested. Even relief workers from people’s organizations and non-government organizations were arrested for providing much needed food and supplies to poor communities.

Prosecutor junks charges vs 10 Marikina relief volunteers

MANILA – The Marikina Prosecutor’s Office dismissed the charges against the 10 relief volunteers who were arrested on May 1 last year.
Collectively called as Marikina 10, the relief volunteers were accosted by the police while conducting a feeding program at Barangay Industrial Valley Complex, Marikina City. They were detained but were eventually released for further investigation.
In a resolution dated Oct. 20, 2020 but was released to the public Feb. 17, the complaints for violation of Batas Pambansa 880 or the Public Assembly Act for holding public assembly with the proper permit, Article 151 of the Revised Penal Code or disobedience to authorities, and violation of Republic Act 11332 or the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act were dismissed “for lack of probable cause and insufficiency of evidence.”

THE Department of Public Works and Highways (DPWH) said Wednesday that dredging in three parts of the Marikina River identified as priority areas will be substantially complete by the end of April.
The dredging works are expected to improve the flow of the Marikina River and minimize the flooding risk after its waters rose during the typhoons that hit the country late last year.
The DPWH is helping the Department of Environment and Natural Resources (DENR) rehabilitate the Marikina River basin.
“By the end of April, we will see a significant accomplishment of this dredging activity in time, for the months of May and June, the time when typhoons usually start entering the country,” DPWH Engineer Jerry A. Fano said during the launch of the Marikina River Rehabilitation project Wednesday.

In the wake of the devastating floods that plunged Marikina City and several other cities of Metro Manila underwater in November last year, the Task Force Build Back Better (TF BBB) will begin dredging activities on the Marikina River on February 17.
Environment Secretary and TF BBB chair,
Roy A. Cimatu, made the announcement following reports that portions of the river have been illegally reclaimed, drastically reducing the ability of the waterway to contain excess rainwater during typhoons.
The pilot dredging will be in the portion of the river near Marcos Highway in Barangay Kalumpang while a simultaneous bamboo planting activity will take place on the banks of Barangay Industrial Valley Complex, both in Marikina City.
