The McInnis cement factory alone represented the equivalent of 1.03 million tonnes.
So long as this repugnant law remains on the books, it will undermine whatever laudable steps are taken to build a truly inclusive Quebec.
"We received this mandate less than a year ago and today we are able to show we are making huge progress, but that's not the end," Benoit Charette said.
