Fort Collins Rescue Mission and the city hoped to open the shelter on Nov. 11. More than two weeks later, the additional beds aren't available.
The shelter, 117 N. Mason St., expects to be open Nov. 11 through April and makes 44 additional beds available.
Both north Fort Collins sites under consideration could accommodate a facility for up to 300 people, according to a city-funded analysis.
