Given your position there, doing incident tracking, what is it that prevents a more complete picture of reporting? is it that people don't see something as being a hate crime or people are reluctant to report it? what's been your experience on that? >> there's a couple of reasons. one is, there is sometimes a natural reluctance of people to go to law enforcement for all -- for a host of reasons. and then i think most importantly we need to ensure that law enforcement are trained on how do they recognize the indicators. so a case may come in, someone may report something and there may be one or...
