　　为从根本上解决村（社区）牌子过多过滥的问题，山东省委省政府督查办会同省民政厅等有关部门，采取“四不两直”方式实地核查，“点对点”走访有关村庄，“一对一”访谈干部群众，了解实际情况，深入分析原因，听取基层干部群众的意见建议。
　　经过深入调研发现，村（社区）挂牌问题表现在基层，根子在上面，是形式主义、官僚主义在作祟。整治牌子，本质是纠治背后的形式主义、官僚主义。有的部门在安排部署工作时，不是脚踏实地地把工作和服务向下延伸，不考虑基层的现实情况和群众的实际需要，不研究挂牌之后的跟踪考核和服务指导，只是热衷于“痕迹管理”，片面地认为“牌子挂了，痕迹就有了，自己的工作就等于落地了。牌子在‘阵地’就在，牌子上墙了工作就下沉了，既留了‘痕’也留了‘绩’。”很多基 ....
