NOBLE VILLAGE BOARD MEETING

(NOBLE) The Noble Village Board met in regular session this past Monday night. The Board : approved the payment of all bills as presented : approved an ordinance amending the village sewer rates, increasing the price for a minimum user charge to $13.22 per month for the first 1,500 gallons and to $3.89 for the next 1,000 gallons and any fraction thereof : took no action on information that the Greater Wabash Planning Commission believes grant funds will soon become available for water line replacement and/or repair work – there was no objection by the Board to seek more information : noted that the village’s sidewalk project for North Noble Avenue is scheduled for removal the last week of March with concrete pouring set for the first week of April : reminded residents to please remove ground decorations from the Noble Cemetery by March 31 : noted that early voting by the Richland County Clerk’s Office will be held next Wednesday afternoon, March 17, from 4:00 to 5:30, at the Noble Lions Club Building : and noted the Village Hall will be closed at 12 noon on Good Friday, April 2 : next regular meeting for the Noble Village Board will be March 22, 2021.

OLNEY CITY COUNCIL MEETING (3/8/21)

(OLNEY) The Olney City Council met last night in regular session for nearly four hours. The Council : approved the payment of all accounts payable : approved the $443,613 bid from Kieffer Brothers Construction for the Jasper Street & Lincoln Street 10-inch waterline replacement project : agreed to designate a Handicapped Parking Space on the northeast side of the municipal parking lot near Market Street Medical : agreed to amend the Fiscal Year 2021 budget for several items – just under $30,000 to purchase an additional sewage grinder for the Wastewate Plant – for $8,600 to repair a wall at Pacific Cycle – for computer upgrades for the City’s Parks Department – and for upgrade work to the sewer pump station along South Route 130 : after a lengthy discussion, agreed to dedicate $50,000 for each of the next two years to develop a new Pickleball Court Complex at Musgrove Park in Olney : heard budget presentations on the City’s water, sewer, and tourism funds : and took no action after a closed session to discuss real property, personnel, and negotiations : the next meeting for the Olney City Council will be March 22.

(OLNEY) Congratulations to two Olney women, recognized by the Illinois Principals Association for their partnership to provide a school-based one-on-one youth mentoring program. Cris Edwards, Principal for the Richland County Elementary School, and Dana Baker, Director of Mentor Richland County, have jointly received the 2021 Reaching Out & Building Bridges Award from the IPA. Created to recognize an IPA principal or assistant principal, and an agency, association, or community member displaying an outstanding effort in creating partnerships between schools, principals, associations, and organizations for the betterment of all. The current school-based one-on-one youth mentoring program at ERES in Olney serves 60 children in Richland County who face adversity and are in need of individual attention. Among the mentors are high school juniors and/or seniors, plus college students and adults from the community. While all mentors are background checked with an interview and training, the mentors are matched with a student, with whom the mentors spend at least an hour a week helping with homework, playing games, and getting to know their students. Beginning several years ago, the program is worthy, no doubt, of the recognition, especially to the two Olney women and all the special mentors, past and present, at Richland County Elementary School in Olney.

(CHICAGO) The Illinois Department of Public Health (IDPH) reported 1,182 new cases of COVID-19 on Monday with only 5 additional deaths. The state’s death toll due is at 20,767. The latest hospitalization report for Illinois shows 1,178 individuals in statewide hospitals with COVID-19. Of those, there were 266 patients in Intensive Care Units and 118 patients with COVID-19 on ventilators. (CHICAGO) The Illinois Legislative Black Caucus celebrated another victory yesterday in its multi-pronged approach to equity and fairness when its proposal to bolster public education became law. The plan signed into law by Governor JB Pritzker expands early childhood learning, invests in vocational training, aims to expand the teacher workforce, and is intended to make college more affordable. It’s another part of the so-called four-pillar approach the Black Caucus developed last summer to achieve equity after recent police-involved deaths. Other legislation addresses criminal justice, economic opportunity, and health care.

(OLNEY) Carle Health has named a new interim president for Carle Richland Memorial Hospital and its clinics. Gina Thomas is now serving as president with the recent departure of Harry Brockus from Carle Health. Ms. Thomas has been with Carle Richland Memorial Hospital since 1999, having most recently served as Chief Nursing Officer. Thomas has been a successful part of the Carle Richland Memorial Hospital leadership team and has supported the organization through cultural and operational changes.
