The Harris County DA's Office complied the data for a Senate Committee Hearing on Senate Bill 6. That bill went into effect January 1, and it makes judges more accountable when it comes to granting felony bonds.
There are 25,000 open felony warrants in Harris County. 28-year-old Roman Torres is one of those wanted fugitives.
"I've never had any of these defendants we've profiled on Breaking Bond on parole and on a felony PR bond charged with murder," said Andy Kahan with Crime Stoppers. "This is a first."
