Is that true? >> well, first let me say two weeks ago we did not even think this was possible. so right now what we've agreed to is a strong binding, enforceable resolution. that's exactly what we wanted. that's exactly what secretary kerry came in here wanting. this is not been a debate in terms of the resolution about the use of force. the president has never taken that off the table. it remains on the table. this was about how do we come to an agreement to eliminate chemical weapons. and now the international community will be overseeing that process and that's a very important step forward...
