Dec 31, 2020 A change of police chief is happening in Holyoke. Mayor Alex Morse has announced Captain David Pratt will succeed Manuel Febo, who plans to retire next summer. Captain Pratt has been a Holyoke Police Officer since 1993, a Supervisor since 1999, and a Captain since 2011. During his time as Captain, Pratt has been the Commander of Operations, Criminal Investigations, budget and grants, COVID-19 supplies, and the Holyoke Public School’s SRO program.
