But Ccouncillor Kelli Hawtin quickly indicated she would not vote in favour, citing concerns that the policy presented had not spelled out enough parameters for evaluating applications. For administration, the committee will include Director of Parks and Recreation Cheryl DeNeire and there is be one more representative to be named, likely to be one of the city planners. The committee’s formation was prompted by a request to honour the late NHL player Colby Cave with a memorial and a street naming near the Access Communications Centre. The plan is to come up with a comprehensive policy where the city can honour individuals. “I think we’re all in agreement to move forward with this,” was the comment from Mayor David Gillan. Historically, there had been separate North Battleford and Battleford Housing Authorities, but those have now consolidated into a single authority with a single board. The combined entity is now the largest standalone housing authority out of 24 in the province, with 629 units on 191 properties, contributing to $1 million in property taxes, according to Lavertu. Their assets are owned by Saskatchewan Housing Corporation, with BHA operating as an agency with its own board. Lavertu also said to accommodate the consolidation of operations, BHA has moved to the new central location on 831-104th Street which will also house their shop and some other operations. The proposal before council came from Mallory Simmonds, representing the Colby Cave Memorial Planning Committee. In correspondence to the city, Simmonds reported that the committee is in the “planning stages of honouring this young man and his hockey history in our community, with hopes to announce our plans on the one year anniversary of his death.” Her correspondence noted Cave was born and raised in the Battlefords and played minor hockey in the community, including with the under-18 AAA Battlefords Stars. Simmonds noted Cave had not only put the Battlefords on the map as a hockey player, but also “left behind a legacy of being a respectful, coachable, hard working teammate.” ....
