屏東縣高樹鄉患有精神疾病的楊姓男子，26日因被提醒「要戴口罩」攻擊潘姓超商女店員，致潘女雙眼重創，有失明可能，引發軒然大波。楊男已非首度傷人，大眾認為其多次進出醫院，又回到社區，無法有效控管，事實上衛福部規劃的「司法精神病房」預計年底開辦，屏東綠委指出，繼「病房」後，現正推動「病院」，收容有暴力傾向的精神疾患進入系統收治。立委莊瑞雄指出，事發後，他即致電內政部長、警政署長，要求立刻補強社會安全網，不能再讓這種事情發生在鄉親身上，他認為，社會安全網應以家庭與社區為基石，落實前端預防，醫療機構、衛生單位與地方派出所建立交流網絡，當病患回到社區時要通報警察機關，且要加強社工與相關人員對精神病患家庭的訪視及輔導，通報流程需簡化與單一，以便提供脆弱家庭即時的服務；醫療系� ....
