A bill being considered in the Alabama House Judiciary Committee is titled the Alabama Vulnerable Child Compassion and Protection Act, but those for and against the bill have drastically different ideas about where the vulnerability of children affected by it lies. The bill, sponsored by Rep. Wes Allen, R-Troy, and Rep. Chip Brown, R-Mobile, would bar doctors from performing medical procedures or prescribing medicines intended to alter the appearance of a minor child's gender or delay puberty, and set a maximum penalty of 10 years in prison for violations.
