The 2003 Northside Community Plan aimed to reduce crime, provide economic growth and build a grocery store Some changes have been made, while others are still in progress, but some say those changes brought negative effects The Northside has seen progress, but they have also seen gentrification of their Black community Some believe a new plan is needed to address the current issues the Northside faces now In the early 2000s, Wilmington’s Northside had a vision.  At the time, the Northside saw more than one-third of families from its neighborhoods living in poverty. Northside is described as including the area from the Cape Fear River to the MLK Parkway, Smith Creek around Love Grove, then down to 11th Street (not to include Oakdale Cemetery), back up to 17th Street, down Grace Street until it becomes Walnut Street, down to Third Street and over to Red Cross Street.
