The first-ever global stocktake, initiated in Glasgow in 2021, is expected to acknowledge that developed countries' historical emissions have depleted the carbon budget and that they have failed to fulfill their pre-2020 commitments. The outcome of the global stocktake may also recognize that developed countries' 2030 mitigation ambitions are inadequate.
