with yours, though, fascinated about our general lack of strategy through the years toward china. we've been hearing about the pivot for 20 years. do we have a better chance of coming up with a good, coherent strategy towards a rising china? >> boy, i hope so. as i say in the piece, you know, i was a strategic planner in the pentagon for many, many tours, and we would do high-fives, joe, if we could put together a five-year plan, which often never really came to fruition. i assure you the chinese have a 20-year plan, a 50-year plan, a kind of outline of where they want to be in 100 years. we need to adopt that kind of thinking, and it's going to require not only the military piece, but i would argue at least as important is the tech piece of this, the trade and tariff piece of this, the diplomatic, how do we structure
impeachment? that i'm not so sure about, because i just don't know what that coherent strategy would be. >> jennifer, stay with you a second. what would actually change in the white house and their lawyers participated versus if they didn't? if we'd step back a little and assume that these articles of impeachment will get voted, that the impeachment will happen in the house? >> well, it's not entirely clear, because i don't think anything that they will do will stop the impeachment. will stop the voting for impeachment in the house. so the question is, what will be the impact of the president's advisers coming in and trying to muddy the waters and confuse matters? will that actually confuse members of the public and make them think maybe this is not a legitimate inquiry? or will it actually backfire on them and the public will see that, in fact, all their doing is trying to confuse things and not focusing on defending the actual questions. i think they're probably
corroborate that the president talks about and the president's own actions. this is a fascinating moment. conservative districts, most of them say for republican districts. it will be interesting to hear how many actually defend what the president has done as opposed to bashing the democratic process. publicly, but mostly quietly, a lot of republicans looking to the white house and saying, if he keeps acting like that and they don't seem to have a defense team together, it makes the party nervous. >> this is something i've heard from a lot of republicans outside the white house is that they keep looking to the president and his advisers to come up with some sort of coherent strategy. we talked before how they haven't set up any kind of war room internally, they haven't added counsel from outside, there is not a clear message they've landed on, and the president is really driving this as a lone wolf in a lot of ways day to day, and that makes these members nervous. they don't know exactly where they need to be landing, and you
kirsten, you heard jim describe the atmosphere at the white house. tonight the president says he's not worried though he obviously fumed all weekend on twitter. do you see any coherent strategy coming together here? >> well, no, i wouldn't call it a coherent strategy. but i do think the president tends to operate very well in chaos, and so he creates a lot of chaos. and i think that he maybe on some level believes -- and mick mulvaney said as much -- that they believe that somehow that is going to redound to the advantage of the president because it's going to be bad for the democrats to be impeaching donald trump. >> david, i mean do you think that's true? i mean is mulvaney right? >> i don't think so. listen, the administration basically is throwing up one argument after another to see what sticks, what works. they're not searching for the truth. they're not trying to conduct an investigation which most white houses would do. rather, they're just looking for an argument that somehow they
they were cooperative during the russia investigation. they'll be cooperative during this inquiry. that flies in the face of the facts. as you and i know, the white house has been dragging its feet and did drag its feet during the russia investigation. never offered the president up to the mueller team for in-person interview. they had to settle for written answers to questions. there's no reason to believe that this current team that's around the president advising him on impeachment will act otherwise. >> jim acosta, thank you so much. whatever the president said tonight, the white house put nobody on the sunday news shows, no one. we on the other hand have three political analysts. david gur begin, kirsten powers and jim bernstein. you heard him describe the atmosphere in the white house. he fumed all weekend on twitter. do you see any coherent strategy coming together here? >> reporter: no, i wouldn't call it a coherent strategy.
partisan and third it was okay and now it is not going to happen. you are seeing simply they don't have a strategy here. a coherent strategy. so compare this to the democrats right now. you have nancy pelosi and adam schiff doing press conferences alone with a very targeted and narrow message for where they are going and the republicans are all over the place because again as sarah said, they are just afraid of the president. he has a strangle hold on the party and i think frankly what you're seeing is the death of the northeastern moderate and sort of the voice within the republican party that would have challenged the president 20 years ago, it is not there any more. >> stick around. nonl none of his aides told him a member of congress can't be impeached. turn on my tv and boom, it's got all my favorite shows right there.
there and i think that by and large, both the bush administration, the obama administration, and the trump administration have laid out a pretty coherent case. we're there because of the rise of terrorism, because of the o propensity of these groups to take over territory. imagine today if iraq were conquered by the islamic state. not inconceivable. afghanistan would be a terrorist super state right now if we hadn't gone in there. and let's remember, frances, we've reduced the number of troops there from somewhere near 300,000 in iraq and afghanistan at peak to somewhere around 20,000 today and 95% drop. we're leveraging our allies, partners, and friends. that's a coherent strategy. the mistake i see in it at the moment is walking away from syria. that, we should not be doing. >> yeah, and that's the understanding of many americans, really need in knowing the reasoning bind all of this. you got the second item when it
winning one. >> eshlg whpecially when it com this triple fight here he's got when it comes to the special counsel, the southern district of new york as well, then the new york attorney general, so stephen, ahead to 2019, how is he going to stay afloat with these, you know, when it comes to kind of a trifecta? >> he certainly is going to have a lot of different legal challenges coming at him from multiple different directions. you're absolutely right about that. but he is unique in one respect. there is at least some authorities suggesting, although it's not quite clear yet, that a president -- a sitting president can't be indicted. so, from his perspective, it's not the legal court he's worried about. it's the court of public opinion and the court of congress with potential impeachment. and that's why, you know, what we just heard, it's -- it may be an unusual strategy for a normal client, but for a president, throwing up some confusion and, you know, banking it all on hoping that there won't be enough of a political call for
speaker and then see if he can actually blame her. i think that's a misguided strategy but i think that's his strategy. >> that's the thing when it comes to the number, the names, steel slats, fence, you know, barrier. >> force field. >> exactly. joe, what do you make of the fact that nobody seems to know what the president is willing p willing to accept and will take? >> that creates a problem. it means this thing could, as rick said, drag on for longer than anyone would wish for it too. there are americans impacted by this, not just federal workers but the grantees, full-time contractors, americans who depend on these paychecks are now in limbo because of this unfortunate shutdown. it could drag on for weeks. >> we've also heard from incoming white house chief of staff mick mulvaney, he's saying who is to blame for this. let's listen. >> this all comes down to mrs. pelosi's speakership.
