I think the city of san jose is expansive and inclusive enough to have services and pay staff a livable wage. I dont think it is an either or, i think it is an endend. Though this is more about illuminating vacant positions than laying anybody off, the mayor says the city cannot afford the pay raises and plans to vote against the contracts.
