Key at all. i think we need a comprehensive package overall where we treat teachers like the professionals they are. we have to really good evaluation systems that are rigorous and fair and transparent. we also need to have compensation systems that recognize the fact that we have great performers who need to be rewarded accordingly. we also need policies in place that ensure that we don't give teachers a job for life regardless of performance in such a way that ineffective teachers remain in the classroom with children. it's a comprehensive set of human capital policies that are going to push...
