中央决定取消社会抚养费，包含生育三孩以上家庭吗？

《决定》明确提出，“取消社会抚养费，清理和废止相关处罚规定。将入户、入学、入职等与个人生育情况全面脱钩。依法依规妥善处理历史遗留问题。对人口发展与经济、社会、资源、环境矛盾较为突出的地区，加强宣传倡导，促进相关惠民政策与生育政策有效衔接，精准做好各项管理服务。”
社会抚养费起始于上世纪80年代，一直是约束生育行为的重要手段，最初叫“超生罚款”，1992年改为“计划外生育费”。1996年，行政处罚法施行后，进一步明确对于“超生”可以征收“计划外生育费”。
2000年3月，中央8号文件明确规定实行征收社会抚养费征收制度。同年，财政部、原国家计生委联合下发文件，要求各地将“计划外生育费”改为“社会抚养费”。2001年人口与计划生育法将“社会抚养费”明确规定下来。
