Through in terms of making the list. we know two of the criteria. one is that the person is a terrorist. the fbi does consider this woman to be a domestic terrorist. certainly someone that poses a threat to the united states government. the second criteria which is very interesting is that it has to be determined that the national publicity by being on this list makes it more likely that the fugitive will be captured. and so the fbi has determined that those two criteria has been met and that's why she is on the list. certainly, it may also have to do with the timing because as you said it was...
