Mary Dowling, the wife of helicopter pilot Bob Dowling, killed in the Vietnam War, had received annual assurances from the Army that her grave plot next to her husband’s was secure. On Veteran’s Day, she saw freshly turned earth and realized someone else had been buried in her plot.
