<p><span>The Commodity Futures Trading Commission today announced that it has filed a civil enforcement action in the Western District of Texas against Abner Alejandro Tinoco, and his company, Kikit & Mess Investments, LLC, both of El Paso, Texas, charging them with fraudulent solicitations and misappropriation of over $3.9 million. </span></p>
