Portsmouth has voted to approve collective bargaining for city employees, making it the first locality in Hampton Roads to do so.
In a 4-2 vote Tuesday night, Portsmouth has become the first city in Hampton Roads to authorize this.
Allowing collective bargaining means workers can negotiate in good faith with city leaders on a labor contract dictating pay, benefits, safety, equipment and working conditions.
So far this year, officers have responded to 29 homicides, Chief Stephen Jenkins said.
