AUSTIN — The third and final member of the Texas Public Utility Commission resigned late Tuesday at the request of Gov. Greg Abbott, another casualty of the state's inability to keep its power grid operational during last month's catastrophic winter storm. Governor Greg Abbott confirmed on Tuesday night that PUC Chairman Arthur D'Andrea had resigned at his request. D'Andrea was the last member of the three-seat commission that regulates electric, telecommunication, and water and sewer utilities in Texas.
