Today the Pulaski County Circuit Court accepted a plea of Not Guilty By Reason of Insanity in Commonwealth v. Mangekian. This disposition was agreed to by The Commonwealth’s Attorney’s Office and supported by the investigating law enforcement officers. From the start of the investigation, we believed that the violence in this case stemmed from a unprecedented mental health episode.
