Expand UP-DND Accord safeguards to other state universities: Pangilinan
FOLLOWING the unilateral termination of the University of the Philippines-Department of National Defense (UP-DND) Accord that regulates police and military presence in UP campuses, Senator Francis "Kiko" Pangilinan has filed two bills seeking to include Accord safeguards in the 2008 UP Charter as well as expand them to all state universities and colleges (SUC) nationwide.
At the same time, in his sponsorship speech of amended proposed Senate Resolution 616, Pangilinan on Tuesday welcomed DND's decision to answer the various calls for dialogue with UP on the termination of the 1989 UP-DND Accord.
Aside from Pangilinan, co-authors of the resolution include Senators Risa Hontiveros, Nancy Binay, Ralph Recto, Leila De Lima, Franklin Drilon, and Joel Villanueva. Senator Richard Gordon also expressed support for Pangilinan's resolution.

Senate welcomes dialogue over UP-DND Accord
(UPDATE) THE Senate on Tuesday afternoon adopted Senate Resolution 616 as amended, welcoming the Department of National Defense's (DND) decision to answer the various calls for dialogue with the University of the Philippines on the termination of the 1989 UP-DND Accord.
Initiated by former UP Student Regent Senator Francis "Kiko" Pangilinan, the resolution was co-authored by Senators Sonny Angara, Nancy Binay, Leila De Lima, Franklin Drilon, Richard Gordon, Risa Hontiveros, Grace Poe, Ralph Recto, Joel Villanueva, and Migz Zubiri.
The amended Senate Resolution 616 also "[expresses] the sense of the Senate...to urge both parties to revisit the Accord, and to further urge the DND to hold dialogues with other academic institutions and find a common ground that promotes the rule of law, peace and security, and protects academic freedom and the pursuit of excellence."

Various student councils from the University of the Philippines denounced the move of the Department of National Defense to end its 31-year-old agreement with UP regarding the prohibition on the entry of police and military in its campuses.
They maintained that the DND's decision was an attack on academic freedom as well as on freedom of speech.
"This goes against the decades of the student and people's defense against the violation of our academic freedom, our right to study, speak, and investigate on social issues without the risk of political persecution and human rights violation," the UP Los Baños Student Council said.

Metro Manila (CNN Philippines, January 19) — Vice President Leni Robredo, several lawmakers, and progressive youth groups denounced the Department of National Defense's decision to abrogate its three-decade agreement with the University of the Philippines that bars uniformed personnel from entering UP campuses without notifying school officials.
The Duterte administration's unilateral termination of the deal is clearly meant to silence the government's critics, Robredo said Tuesday, pointing out that the accord simply asks law enforcers to give notice to the university before conducting any security operations inside their campuses.
"This is neither a difficult nor onerous rule... Clearly, then, this is not a practical gesture, but a symbolic one. One designed to sow fear. One designed to discourage dissent. One designed to silence criticism," she said.
