Civil service reforms are old wine in new bottle: observers - Pakistan

ISLAMABAD: The newly introduced reforms in the civil service are like old wine in a new bottle as most of the key measures announced by the government to stop promotions and take punitive actions against delinquent civil servants were part of the laws introduced by former military ruler retired Gen Pervez Musharraf, observers say.

Dawn, Adviser to the Prime Minister on Institutional Reforms Dr Ishrat Hussain said that the reforms of Gen Musharraf’s era were introduced through an ordinance or notified through the Establishment Division like routine business and parts of them were later struck down by courts. “This time the changes are in conformity with the Civil Service Act and other related laws,” he said. ....

ISLAMABAD: Minister for Federal Education and Professional Training Shafqat Mahmood on Wednesday announced Civil Servants (E&D) Rules-2020 in order to boost the performance of bureaucracy and state institutions across the country.Shafqat Mahmood, who is also heading the Cabinet Committee on Institutional Reforms, addressing a press conference said that besides improving the economic condition, the government had also brought reforms in the civil services.
Considering the importance of the matter, Prime Minister’s Office had been directly involved in the process, as it was top priority of the government, he added. He said that Prime Minister Imran Khan had approved these Civil Servants (E&D) Rules-2020 in the cabinet meeting held on Tuesday under government’s policy of institutional reforms. ....

ISLAMABAD: The federal government has said that reforms in the civil service would pave the way for ‘forced’ retirement of delinquent officers from government service and introduction of tough criteria for promotion of bureaucrats.
Federal Minister for Education and Professional Training Shafqat Mehmood, who is also chairman of the Cabinet Committee on Institutional Reforms, told a press conference on Wednesday that Prime Minister Imran Khan on Tuesday approved these reforms and that the rules that governed the civil service had been brought in conformity with the reforms. ....
