(Photo courtesy of Area Police Command-Western Mindanao) ZAMBOANGA CITY - Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. on Saturday welcomed some 100 Abu Sayyaf Group (ASG) surrenderers in Sulu. The surrender of the 100 ASG members was facilitated by the Philippine National Police-Special Action Force (PNP-SAF) headed by Maj. Gen. Patrick Villacorte. Villacorte presented the 100 ASG surrenderers to Abalos in a ceremony at Sumadja Hall, Capitol Site, Patikul, Sulu. Abalos was happy to note that the 100 ASG members decided to surrender to live peaceful lives noting the hardships they experienced in the mountains and continuously being pursued by government troops. "From the bottom of our hearts, welcome to the government and we'll make sure that our children will have a better and brighter tomorrow," Abalos said during the ceremony. Abalos promised to facilitate and help realize the wishes of the ASG surrenderers to bring development and progress to the province of Sulu. The surrenderers also turned over several high-powered firearms, which Abalos inspected during the ceremony. Maj. Gen. Eden Ugale, officer-in-charge of the Area Police Command-Western Mindanao, administered the oath of allegiance of the ASG surrenderers. Lt. Gen. PNP reshuffles 16 generals ahead of May 9 polls

In an order dated Jan. 31, PNP chief Gen. Dionardo Carlos designated Brig. Gen. Remus Medina, chief of the Drug Enforcement Group (PNP-DEG), as the new director of Quezon City Police District (QCPD), replacing Brig. Gen Antonio Yarra. Yarra was designated as the new chief of the Police Regional Office 4A (Calabarzon), replacing Brig. Gen. Eliseo Cruz who is now the deputy director of the Area Police Command (APC) in the Visayas. Meanwhile, PNP Training Service director Brig, Gen. Bernard Banac will now head the PRO 8 (Eastern Visayas), replacing Brig. Gen. Rommel Cabagnot, who was reassigned to the Office of the Chief PNP (OCPNP). Also included in the reshuffle were Maj. Gen. Herminio Tadeo, from APC Visayas to the Directorate for Personnel and Records Management (DPRM); Maj. Gen. BARMM tourism office, police ink MOU for tourist cops

COTABATO CITY - The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has forged an agreement with the regional police office to enhance security for tourists and tourist spots in the region. This came about as several areas in the country, including the National Capital Region, were recently placed under the less stringent Alert Level 2 status due to the decline in coronavirus disease 2019 (Covid-19) cases. On Thursday, officials of the region's Ministry of Trade, Investments, and Tourism (MTIT) and the Police Regional Office (PRO) - BARMM inked a memorandum of understanding (MOU) for the Tourist-Oriented Police for Community Order and Protection (TOPCOP) program. MTIT Minister Abuamri Taddik said the TOPCOP will also ensure the proper handling of tourist-related security and safety measures. The TOPCOP is a national program of the Philippine National Police in partnership with the Department of Tourism that aims to provide a safe and secure environment for tourists and ensure the availability of tourist police in tourist destinations nationwide. A collaboration between BARMM law enforcers and the region's tourism industry to ensure the safety of tourists has been existing in the region for quite some time now, Taddik said. He said the MOU will further intensify collaboration and coordination with law enforcers in securing tourists and bringing peace to the region. "We need to work hand in hand to create a new impression to our place to entice more tourists both local and foreign," Taddik said. Brig. Gen. Eden Ugale, BARMM police regional director, assured the public that his office will provide ample security in all tourist-related activities in the region where both local and foreign tourists converge. "The PRO-BARMM acknowledges the potential of BARMM being home to a diverse and colorful culture that has flourished and preserved for hundreds of years," he said. Four BARMM areas - Maguindanao, Lanao del Sur, and the cities of Cotabato and Marawi - have been placed under the Alert Level 3 classification from Feb. 1 to 15, 2022. In a report by the city police office to Brig. Gen. Eden Ugale, police director of the Bangsamoro Autonomous Region in Muslim Mindanao, the suspect was identified as Romy Salipada of Dimasangkay, Labangan, Zamboanga del Sur. Salipada was driving a sports utility vehicle passing by a police checkpoint in Barangay Datu Balabaran here when he was flagged down for plain view inspection. A physical check showed that he was carrying a .45-caliber pistol with ammunition but failed to present a gun ban exemption issued by the Comelec. "Charges for violation of election gun ban and illegal possession of firearms will be filed against Salipada before the prosecutor's office today (Monday)," the city police office said. Ugale, together with Colonel Jibin Bongcayao, the Maguindanao police director; Col. Rommel Javier, the Cotabato City police director; and Lawyer Udtog Tago, led the start of gun ban implementation before dawn Sunday at the Tamontaka police detachment here. At about the same time, the Comelec and its deputies have put up police checkpoints in strategic areas of the BARMM, a traditionally "hot spot" area during election period. Tago, for his part, said mobile checkpoints were also set up in Maguindanao to ensure full implementation of the gun ban as contained in Comelec Resolution Numbers 10728 and 10741. Comelec Resolution No. 10728 contains the rules and regulations on the ban on the bearing, carrying, or transporting of firearms or other deadly weapons; and, employment, availment, or engagement or the services of security personnel or bodyguards during the election period of the May 9, 2022 national and local elections. Moreover, Comelec Resolution No. 10741 is a consolidated resolution on the guidelines on the establishment and operation of Comelec checkpoints; and, instructions for the preliminary examination of violations of the ban on the bearing, carrying, or transporting firearms or other deadly weapons, and the employment, availment, and engagement of the services of security personnel and bodyguards, in connection with the May 9, 2022 national and local elections.
